Dear Chairpersons,
Pursuant to the “Administrative Procedure Amendment Act of 2000” D.C. LAW 13-249 (48 DCR
3491 April 20, 2001), the District Department of Transportation (DDOT) is required to give a
written notice of our intent (NOI) to modify traffic and/or parking requirements. This letter is
being forwarded to you for the purpose of notification and solicitation of comments on our
intent to implement the following in your jurisdictions:
The installation of a 10-foot shared-use path along Michigan Avenue NE between Harewood
Dr and Monroe St NE.
Overview:
The Michigan Avenue Share-Use Path project provides both bicycle and pedestrian safety
improvements for users of this corridor. This proposed project closes a 0.2 mile gap in an
otherwise 2.1 mile section of connected and protected bicycle lanes and is an important part of
DDOT’s work to improve safety for all roadway users. It is a small but important portion of the
bike network that fills multiple gaps in the existing bike network by providing a safe
connections between the existing protected bike infrastructure to the east and west including
Irving St NE, Monroe St NE, and the Met Branch Trail as seen in the map below. The project will replace the existing sidewalk on the northern side of the corridor along Catholic
University with a 10-foot shared-use path extending from Harewood Rd / 4th St NE to Monroe
St NE. It will also improve the intersection at Monroe St and Michigan Ave NE to provide a safe
connection between this new path and the existing two-way protected bike lanes along
Monroe St NE. For the safety of bicyclists, the eastbound right-turn from Monroe Street onto
Michigan will no longer be allowed. This is necessary due to the limited visibility of the bike
lane while making that turn. Right turning vehicles will need to go to 7 th Street NE to make a
right turn. The existing and proposed cross sections are shown below: DDOT anticipates the following safety benefits with this project:
• An expanded biking / scooter route for people traveling along Michigan Avenue NE.
• Another connection to the Metropolitan Branch Trail.
• Improved comfort and safety for both pedestrians and bicyclists along Michigan Ave NE.
• Comfortable bicycle facilities for people traveling in and through the corridor.
• Improved comfort and safety due to the reduction of potential conflicts at Michigan Ave
and Monroe St NE.
• Reduction in motor vehicle trips due to faster and safer non-motorized travel options.

NEW: We won our first court judgment against a dangerous out-of-state driver under the STEER Act.

The Court ordered Ayanna Khalya Wilson to pay $77,100 for over 200 dangerous driving violations.

We also filed 12 new lawsuits against Maryland and Virginia drivers with nearly 2,000 traffic offenses.

A disorienting moment: Trump is consolidating autocratic power in areas where there's an easy path to do so. But in other areas he's facing deep institutional resistance and people are refusing to abandon the rule of law. Here he's weak and failing.

Total crashes resulting in either fatalities or major injuries was arguably flat from 2017 to 2021 but been dropping since then.

Detailed information about injury crashes on our vision zero dashboard only goes back to 2017. Using that year as a baseline, fatalities are down 27%, major injuries are down 32%, and minor injuries are down 31%. visionzero.dc.gov/pages/crash-...
