The conduct and organization of the NYPD will make much more sense once you understand them as a lucrative jobs program for tristate area meatheads first and a police department a distant second.
So you'd think that with an $11 billion a year budget, tens of thousands of police officers, and surveillance techn on every corner, traffic light, and building, it won't be long before the NYPD finds the person who shot the CEO of UnitedHealthcare, right?
