Jail nurses were likely directly responsible for the lack of care and won't face any consequences for their malpractice.
They're often putting inmates through detox without any medical supervision or support because they think people suffering is helping.
This is a long time, nationwide issue.

The 1033 database only contains items held at the time of the report, if they got something earlier and "disposed" of it (whole other rabbithole with what that means), it's not included.

Under the 1033 program, they would have just had to pick it up and maybe replace the tires (which aren't cheap, but not 2 teachers)
