The need to lie to form a palatable justification was at least an acknowledgment of the restraining power of the people and Congress and the rule of law and the rules of international cooperation and order. This acknowledges no restraints. It's a display of power for the sake of displaying power.

Yes, its tough to refute all the garbage that is spewed in a tweet but that's also the job.
