The tenor of the story was that there 'must' be some Russian state involvement, but they never got further than some wealthy bibliophiles and an auction house. The Shakespeare story and those of other rare book thefts would have cut across the state involvement line.

Keep intercepting these incursions, build up defences against the new threat of drones, protect our undersea cables. Keep Russian ships and aircraft in international waters/sky because the same arguments will be used by China against US/Allied aircraft and ships in western Pacific.

Moreover many of these 'incursions' such as the 3 MIGs over Estonia are technicalities, the Estonian island in middle of Gulf of Finland is 60km off the coast

Interesting piece. The Cold War saw considerable dialogue between the powers led by people such as John Erikson which difused tensions. Incidents of aircraft shot down were quite rare in reality and the U2 incident was a period of high tension.
Undoubtedly the Russian intention is to raise tension
