Part of the deal inherent with people in Germany understanding what this gesture means is that there was a period of history where they made damn sure people in other countries understood it just as clearly. They were sort of pushy in that way.

it's important to remember, trump's admin used this exact same tactic back in 2017. try to overwhelm the public with hundreds of terrible executive order, make people doom-spiral so they don't resist. but they couldn't stop police stations burning in 2020.
