It’s incorrect (as much as I enjoyed those books). If you had the capability to wipe out a civilization in another galaxy and the inclination to do so, you’d use it at home first. Someone always pushes the button.

Slightly off topic, but my favorite Valentine’s date with my wife was when we were both in college (before we got married), and we didn’t really have plans so we decided to see if we could just walk in to Lawry’s and it was half empty because a bank had just been robbed down the street.
