i can say with confidence that this is how most faculty senate meetings discussing the 'compact' would go down. it's terrible and seen for what it is - trump's effort to end university autonomy in favor of rw dominance.

Do you have any specific advice for overseas students applying? I ask because I did my PhD in the UK w/ an overseas studentship many years ago (1995) & I’m advising my current undergrad students at UCLA who are interested in doing this as well but my info is probably quite out of date.

Interesting paper suggesting a mechanism for why in-context learning happens in LLMs.

They show that LLMs implicitly apply an internal low-rank weight update adjusted by the context. It’s cheap (due to the low-rank) but effective for adapting the model’s behavior.
