I think what China understood and the rest of the world has been slow to do is that Trump is running a protection racket more than a trade or foreign policy.

He wants the payoffs more than the invasion or regime change.

The problem is the tax system. Tories have always put "loop holes" in any tax changes they have introduced to benefit their donors. Labour should be looking to close these to make the system fairer.
Very few estates valued over £10m pay IHT as they use trusts to avoid it. By removing farmers from the IHT net - which was limply applied anyway (50% of Joe Public’s rate with 10 years to pay and no interest applied), it means it’s relatively ordinary folk and the modestly rich that will pay it.

I think he has found a sensible solution for the time being. It can always be revisited, and until then, " family farms" can be now listed as Limited Companies with family members being shareholders. That way,only a person's shares are inherited. That's how most family businesses are operated.
Starmer has decided rich farmers don’t need to pay inheritance tax; just average Joe’s like you instead.
