Not sure I agree. Lots of older empty nesters are put off downsizing because it means the money they need to live (because of the costs of living) would simply disappear in tax.
And the process of buying, selling and moving is very expensive and stressful.

Killing the AI industry would increase employment,
help to slow down global warming and
perhaps bankrupt some billionaires.

Also make countries less vulnerable to cyber attacks by foreign powers.

As an alien, I find the whole thing bizarre.
In most democracies if a government budget isn’t voted into law one or both of two things happen.

1. The previous year’s budget is used pro tem.

2. The government is dismissed and a new one appointed - usually after an all out election.

Old railways can slow you down. The line to my local station was opened 175 years ago (7 Aug 1850) and trains are limited to 110 mph (175 km/h) for most of the route.
Lights on poles being replaced by ETCS may make some difference.
