Musk is so f**king nuts. What he is demanding is that whatever person at the bank actually electronically carries through a transfer should evaluate the person they are sending the money to. This is really shit for brains stuff.
Note again, that Elon the cowardly Nazi NEVER names names. Musk knows that government agencies can't sue for defamation, actual people can, which is why Musk never names people in his lies.
