Mark Carney keeps telling us that the best way to strengthen Canada's economy is to focus on expanding an industry that is predominantly American owned and which sends the majority of its profits out of Canada.

I'd encourage them to read this first. The biggest hurdle in the way of a new oil pipeline to the west coast, by far, has yet to be cleared.
