Not true in first term. You could trust what NIH and HHS Directors were saying. You could trust what Secretary of State was saying. Even Rex Tillerson (I'm no fan!) was far more trustworthy than Rubio. What we face now is qualitatively worse and more dangerous. I'm concerned people don't get that.
