Question not being asked: Why did the ICE agents even approach the car to arrest the driver? It's not a crime to be parked in the street or even blocking street. It's a traffic violation. No legal basis to immediately arrest a person for this low level traffic issue. Cops just give you a ticket.

ICE policy requires the use of bodyworn cameras. Video should be available from every agent who was involved in the death of a citizen in Minneapolis.
