I don't think there's a scenario where ACA subsidies survive. The GOP is hell-bent on destruction and if direct repeal isn't possible, they'll strangle its utility, and they have the political levers to do it come hell or high water.

My modestly informed take is more practical. And that it is why keeping the shutdown going into the thanksgiving air travel period with those escalating issues risked turning more of the blame on Dems because the elections being over took the advantageous political framing issues away
