It's one of the weirdest stereotypes in Europe. Slovenia had the best recovery from communism. It is a modern free pluralistic liberal society, LGBT friendly, wealthy, with well functioning public services.
So all the other Balkaners basically point at them and say "But you're all trans and gay"

It's simply because Slovenia is a lot more left wing, plus lacks the toxic machismo culture of the other ex-Yugo states and therefore must be "feminine". It makes no sense to use it outside of a Balkan meme subreddit though.
