From what budget do these emergency repairs come from? How much is budgeted?

On that last one fares are definitely discouraging when compared to parking rates. I can take a minivan worth of adults (7) and park at city hall for $2 evenings and weekends. It would cost $48-56 round trip on OC for the same number of people.
