Over Forty Percent of Hired Crop Farmworkers Lack Legal Immigration Status
The share of hired crop farmworkers who were not legally authorized to work in the United States grew from roughly 14 percent in 1989–91 to almost 55 percent in 1999–2001. In recent years, however, the share has declined to about 40 percent. In 2020–22, 32 percent of crop farmworkers were U.S. born, 7 percent were immigrants who had obtained U.S. citizenship, 19 percent were other authorized immigrants (primarily permanent residents or green-card holders), and the remaining 42 percent held no work authorization. The share of workers who are U.S. born is highest in the Midwest, while the share who are unauthorized is highest in California.

I think its exactly the opposite: it is very unlikely Altman or OpenAI did not anticipate blowback, they just hoped it would be insignificant enough for them to ignore.
In response to a question about why OpenAI changed its policy, Altman said that it came from speaking with stakeholders and suggested he hadn’t expected the outcry.

“I think the theory of what it was going to feel like to people, and then actually seeing the thing, people had different responses,” Altman said. “It felt more different to images than people expected.”

Gaetz also says in that video clip that he returned to his room at the King David Hotel unexpectedly during one of his trips to Israel and walked in on someone he didn’t know inside his hotel room riffling through his stuff. He kind of soft-pedaled the occurrence, calling it “weird.”
