Of course not. Because even if they did have electoral politics in mind, they would recognize that it's basically an abuse of the pardon power and previous presidents didn't brag about abuses of power.
Has any other president been so clear, in their own words, that they were signing a pardon at least partly as recognition of their political support?

I was invited to speak about the upcoming Trump era and share some lessons and optimism. I declined politely. After more than 25 years of researching the far right, I have no more (new) lessons and optimism to share.
