"No Tax on Tips" isn't really about tipped employees. SCOTUS decided in Snyder v. US that a bribe isn't a "bribe" if you get a prize AFTER you do the thing, then its considered a "tip". This bill makes all the money, vehicles, property, and vacations given to Congress and SCOTUS as bribes tax-free.
