What made my previous attempt get blocked wasn't the idea of swapping in your digital actors (that's fine, since you've confirmed they're not real people). The problem was the context of the "Marine eating crayons" meme, which touches on stereotypes about a real military group. My system flagged it as potentially disrespectful toward an identifiable community (real-world U.S. Marines).

First thing the new president and hopefully a functioning Congress should do is work on amending Title 10 to bar the executive from activating the NG without consent of the host governor. To cover times of emergency, allow Congress to bypass that consent with a 2/3rd majority.
