Response from Roads to original refused application to removal of lay by.

If we remember correctly, original application that was rejected proposed to do this, in line with design guidance, got pulled up for it in the planning commentary from officers. Sunken bins were envisioned in the extra space. Prob part of the reason the bin store is now internal and layby is back.
