I am not a lawyer but my understanding is that it is a way to target activity and funding for left-wing causes that the admin deems as "domestic terrorism". It is also I guess what is opening the door for the feds to investigate donations (& thereby disrupt donations).

Yesterday was the deadline for submission but nothing has happened that we know of at the Philly sites yet. The Philly Inquirer did a story that the Interior and Trans Secs are visiting Philly: share.inquirer.com/4xTMn8 So we assume changes are still to come.
