It's important to remember that expressions of shock are often not about epistemic surprise but about outrage and a sense of injustice. "It's shocking that Americans allow this to happen!" means "It's outrageous and galling that Americans allow this to happen!" and that expression is important.
removing the capacity to be shocked is a thing that actually aids the enemy. it's also deranged and morally wrong.
