The budget solution used to be handheld and the used games market.
My GBA was used and I got loose cartridges from Fleamarkets, garage sales etc.
When I got my Wii, I played all GameCube games. Nobody wanted them anymore.
The Used Games Market was sacrificed for all digital. And scalpers.
