In principle an automated 2nd opinion to flag potentially hurting folks would be useful, but in practice it's just there to replace trained human assessment with something cheaper and less effective.

I'm missing some of the details here, but part availability isn't the issue with Apple.
The issue is that they don't let you repair your stuff yourself. Even with the self-repair kits, you need Apple's blessing to make sure parts 'activate' and work properly. That's not self-repair.
