Our suggested EU reform package: more majority voting + stronger enforcement (particularly favoured by cosmopolitan-progressives, tolerated by conservatives), plus direct Commission president election + lower corporate taxes (to appeal to nationalist-conservative clusters).

But how can such reforms pass? Our use of predictive modelling (shoutout to Max Goplerud’s FactorHet) uncovers core public opinion clusters and their AMCEs—helping identify reform trade-offs that can secure support even under the unanimity requirements of EU Treaty reform processes.

Since super-majority/unanimity rules and weak enforcement often stall EU policy-making, our headline finding—that majoritarian reforms and stronger enforcement are broadly supported—offers a hopeful sign for overcoming policy failure in the EU.
