Big deal, it won't pass the senate or congress since both have Republican majorities. Hawley knows that. He's counting on that! In fact he'll probably vote against it if it is brought up for vote in the senate.

The U.S. rejoined UNESCO in 2023 specifically to counter China’s growing influence in setting global standards for Al and tech education. By leaving again, we are letting our primary strategic rival write the rules of the 21st century. An empty chair is not a viable foreign policy.
