I don't know why the age didn't bother to include these quotes, but it's good to see my assumptions about ONRSR approvals being the last stumbling block vindicated.

putting on my assumption hat: the flurry of media about the metro tunnel this weekend is a sign the government is pretty ready to open the tunnel, but they won't commit to a date until they get ONRSR approvals.
they need to quash this idea of an off-peak only launch immediately though, it is awful
