Frankly £2,500 surcharge on a mansion valued at £2-2.5 million seems pretty paltry if you compare it to what people owning a flat costing less than a small house have to pay in service charges and ground rents.

Surely that is what is creating the problem of the massive backlog. If safe routes were provided that included a fee that undercuts those charge by the criminal gangs that could go towards staffing of teams processing the applicants. Also, there could be savings in the accommodation provided.
