This is 100% true. Doesn't make anything better for those civilians, but people asking "why isn't Israel letting fuel in" need to reckon with the fact that most fuel Israel allows in will be taken for use in rockets, not allocated to civilian use. What's the mechanism for preventing that?
Letting Gazan civilians run out of generator fuel is a policy choice by their Hamas government. At any time Hamas could reallocate its military fuel stockpile for civilian use or, better still, release the hostages and peacefully surrender to end the war today.
