It's been a loooong time since I was in law school and in the years I practiced I was involved in only a handful of criminal cases but I'm pretty sure that "still a possibility" doesn't rise to the very low bar of Terry v. Ohio. That and of course a Terry stop doesn't involve killing anyone.

Hegseth and those officers within this chain of command will have to be brought to Justice for this at some point. We cannot just kill people who do not pose an imminent threat to other's safety, that's murder. And an example will need to be made for future leaders who may consider it.
