Dubai etc appeal to the wealthy because they're Wilhoit's Law in physical form: a playground for the rich to do whatever they like while the poor who make it possible are kept mostly out of sight and (sometimes literally) bound.

It is 85% migrant, a segregated society with a ban on integration in principle and practice, few rights, equal opportunities, nor voice for incomers

The value here might be "unthinking deference to the wealthy" which was kind of still around when I was young (1 year older than him). But their general love of Dubai etc is that it's a rich man's playground where the poor are kept out of sight.

Yes, I think it's a long term process, perhaps also influenced by Blair very consciously coming the competence/"what works" principle. Then add in Coalition meaning people were demanding a "proper Conservative" government post-2015.
