They really do explicitly say—several times—that they are specifically not interested in warning "the crazy people", the people from Houston that build houses right on the river, the people they don't know, the people who aren't part of the phone tree: they explicitly don't want those people warned.
In areas hit by Texas floods, officials were sent over $5 million in federal ARPA funds in 2021.

They didn't want to spend it on flood warning systems due to their disdain for Biden - and didn't send it BACK because it might go to a blue state, and "values that we in Kerr county don't agree with."

Thats the point. If Unions become a solution for non-union, healthcare for small/medium businesses, the profile of Unions change immediately and the quality of care options go up immediately for those non union workers
