La Cour des comptes refroidit sévèrement le bilan économique des Jeux olympiques et paralympiques de Paris 2024. Dans son rapport publié le 29 septembre, l’institution conclut que l’événement, vendu comme un moteur de croissance et d’emploi, n’a eu qu’un effet marginal sur l’économie française. Le coût global pour les finances publiques atteint 6,6 milliards d’euros, soit plus de trois fois le budget initial, tandis que l’impact sur le PIB se limite à 0,07 point.

La Cour observe en outre que les recettes fiscales, notamment la TVA, n’ont pas été stimulées par les Jeux. Les revenus directs tirés de l’organisation n’ont pas non plus suffisamment contribué au financement de l’évènement, puisqu’ils n’ont couvert que 40 % des dépenses d’organisation et d’infrastructures.

Loin des promesses d’un « héritage économique durable » remarque la Cour, les Jeux ont même entraîné un effet d’éviction touristique, avec une baisse de la fréquentation des musées parisiens de 16 % et un manque à gagner estimé à 34,9 millions d’euros pour 24 établissements culturels, selon le ministère de la Culture.

La Cour remet également en cause la crédibilité de l’étude d’un laboratoire de l’Université de Limoges, financée par le comité Paris 2024, qui chiffrait les retombées potentielles à 9 milliards d’euros. Sa méthodologie, jugée « exagérément optimiste », occulte les comportements de substitution des consommateurs et les perturbations subies par les commerçants.

En conséquence, le rapport considère que les bénéfices futurs liés à l’exploitation des infrastructures seront probablement faibles, voire inexistants — un avertissement alors que la France prépare déjà les Jeux d’hiver de 2030.
