Key phrase here is "and only us"

This was the core of Dred Scott, that the founders meant the word citizen to only mean white settlers.

And 14th Amendment birthright citizenship clause was an explicit repudiation of that, that all born here have an equal claim on what it means to be an American

There's that part in 1231 where they get to decide to ignore a designation if they determine it prejudices the United States, which they would undoubtedly say because they're sociopaths.
