80-20 odds every prison inmate with a 5th grade education could not only explain the concept of Habeas Corpus to this "President", but also inform him that Kristi Noem has NO authority whatsoever in "suspending Habeas Corpus".

He cannot be relied upon to uphold legal principles of American law.
