That's pretty weak phrasing - Parties could be urged to do a lot more, such as submit national inventories of their fossil fuel subsidies and action plans for gradually phasing them out.

⬇️ Looking at the current negotiation text of the COP30 cover decision 👀

(This is not the first time fossil fuel subsidy phase out appears in a decision, but last year in Baku, it was not mentioned)
Next, fossil fuel subsidies. "Urges Parties to work together towards phasing out inefficient fossil fuel subsidies that do not address energy poverty or just transitions, as soon as possible."

I don’t think 1.5 degrees failed because it was too ambitious. It failed because hardly anyone made a serious effort. Just look at fossil fuel subsidies. Any serious attempt to phase out fossil fuels would have started by immediately stopping all fossil subsidies.
