Another note on TB. We have, until recently, been heavily invested in preventing the development of multiple-drug-resistent TB. This requires that all cases--such as myself, in the past--take 2-4 antibiotics for at least 6 months, under government supervision. Lapse in protocol--> drug resistance.
Some notes about TB prevention, as a former TB patient. TB is a bacterial disease. There is a vaccine, but it has variable efficacy & is not widely used in the U.S.. So, you can't make a "personal choice" (vaccine) to maximally protect yourself against this disease. So what protects you?

Social Security has a payment accuracy rate of over 99 percent. Only 0.3 percent of Social Security benefits are improper payments, which are typically caused by mistakes or delays.

That's better than any private insurance company.

The simplest reason that Trump should not cut NIH overhead rates is that it is illegal.

The reason it is illegal is that Congress passed a law to stop Trump from changing the rates the last time he tried to do so.

The law is clear; the only real ambiguity is whether Trump still follows the law.

Interestingly, in Loper Bright vs Raimondo, the conservative majority on SCOTUS ruled just last year that the judiciary can in fact overrule regulatory decisions made by the executive branch especially when those decisions are not specified by Congress.
