Each of the government's arguments were addressed in this Court's Opinion of April 28, 2025, granting plaintiff's motion for a preliminary injunction. See Opinion [Dkt. No. 34]. Furthermore, as the Court explained in its Opinion, plaintiff has satisfied each of the preliminary injunction factors. This conclusion warrants preserving the status quo where plaintiff and federal employees subject to the Executive Order maintain the collective bargaining rights prescribed by Congress.
