Donald Trump launched this whole TikTok ban as far back as August 2020 when he issued an Executive Order highlighting his concerns about TikTok specifically.
He then ordered ByteDance (TikTok’s parent co) to divest its interest in the operation of the app in the US.

This seems to lead people to believe that mean old Congress and Biden banned Tiktok, and Trump, in his benevolence, will save it. "I actually don't know the science at all or have a good argument here, but trans people challenge my long-held view of the world and it's very uncomfortable and everyone should be expected to move around my discomfort."
