@eddavey.libdems.org.uk has the right idea, but I disagree with calling them "war bonds". Doing so implies a permanent state of emergency politics, and romanticises war.
I believe wording matters, even more so in this case, which is why this should be a "Defence Resilience Bonds" scheme.
