If 2 people are in motion, then they have to be set or it's illegal shift. He was the only player in motion, so there was no requirement to get set (think jet motion, no requirement to be set). Should have been touchdown pass to Goff.

The Saints are simply not good enough on offense or defense to make so many penalties. Add in bad special teams play with missed fgs, out-kicking coverage, and now a punt return for a td, and this team has to clean up a LOT.
