Long story short the recall is almost certainly a solely manufacturer fuckup. And speaks more to the folly’s of having oligopoly manufacturing markets than anything

The retailers have their ugly warts too, but this specific thing isn’t their fault

Beyond that different stores have different price strategies for their products (hi-low, hybrid, EDLP, etc)

It’s far from a perfect. But having manufacturers and distributors specializing in their part of the supply chain isn’t inherently a bad thing. Pros & cons if you want National distribution
