In absolute earnest, I think terror of “elitism” has put a powerful vocabulary for describing what’s going on here out of play. These people are vulgar, thuggish, unsophisticated, crass, unschooled, unreflective. They are low in a sense that has nothing to do with income, & it’s fine to say so.

It’s not great

Power Broker makes a good point but it doesn’t really have broad lessons because Moses was an idiosyncratic figure. He was able to occupy several state and authority offices at once which put him in charge of a lot of jobs and money he used to pressure officeholders. Way too much detail though.
