Quality matters more than quantity. Stakeholder input must be assessed transparently, and consultations should avoid holiday periods or fragmented timelines that prevent experts from contributing effectively.

🔹 Be proportionate and granular, reflecting the real economic, social and operational effects of proposals

🔹 Be updated when the legislation changes materially, especially when late amendments significantly alter scope or impact. Never be skipped
