You'd have to start with the courts. It's mostly been judges who overturned previous attempts at police reform. No bill passed Congress granting police qualified immunity, no bill passed to say police have no responsibility to stop a guy from stabbing you, and so on. It's all judicial invention.

This is what I really loved about Twitter - I met so many people there, a lot of very good friends. Some I met only because I barged into a thread to argue in their mentions! I liked those kinds of interactions. Unfortunately, Bsky is a bit too geographically limited to really have the same reach
