Unless I'm reading this badly wrong and the administration puts out contrary implementation, it would appear that starting tonight, anyone with an H-1B who doesn't write a $100,000 check to the US government is banned from reentering the country if they're currently outside the US.

Executing the defterdar is one thing. The sultan needs loyal officials, the leading muftis all agree the sharia requires a unitary executive, etc. But strangling all the scribes in the Baş Muhasebe...why would any sultan do that? Without trustworthy defters, there is no Ottoman state!

The Ottoman dynasty IS the empire; only a male family member can be sultan. This avoids byzantine drama (literally). An overmighty grand vizier, flush with wealth and ambitious for his own heirs, might dominate a hapless, senile old sultan--but can never actually replace him. For better or worse.

Hm, but if we see American business as increasingly based on exploiting state-backed monopolies rather than innovating, then there's an analogy to Ottoman tax farming. A Grand Vizier like Musk Paşa sits atop a network of officials who all hold malikanes and want a return on their investment.
