Yes, I think courthouse arrests are a very large part of this. It’s a population of people that almost entirely has no criminal record, and is being re-arrested and sent to detention centers arbitrarily. That has driven up the number of people in detention with no record dramatically.
They took in my client today at their ICE check-in. One more in the no-criminal-history category. Anecdotally, this happening is way up in frequency. I expect a sharp downtown in attendance and compliance with conditions of release, with predictable bad consequences, as the word gets around.

Judging by their rulings, the conservative justices of the Supreme Court believe that the use of race to improve political and economic outcomes for minorities is intolerable, but using race as a proxy for who does not belong in this country is permissible.
The Supreme Court says colleges can’t consider race. But ICE can.
So much for the justices' promise of a "colorblind Constitution."
