De strategie is een bekende en oude: met publiek geld private rijkdom scheppen en dan op je blote knietjes bidden dat de economische groei ooit weer elders in de samenleving terechtkomt. Alleen: dat komt het niet. Of liever: extreem ongelijk verdeeld. Het verscheurt de samenleving.
